Hors de oeuvres = or durvs ...need I say more?
I really think that we should look into how the French use their letters. I think they should get 5 consonants and a couple of vowels for starters. IF they prove they can use those responsibly... then we can look into adding a few more each year.
Hopefully that will clear things up over there.

Why have you chosen to be critical of a language whose words are not as directly related to pronunciation? English is not much better:
If you say home and comb, why not come?

What your asking is for a linguistic pattern known as descriptive linguistics: The language written is only a description of what is already in practice. That's under the same umbrella of people that want English to be written EXACTLY how it sounds.
It's a waste of time because there are too many dialectical differences. A standard must be set in place for writing and unfortunately it won't cover all forms of pronunciation.
Another point to make is that Chinese has no phonetic system at all. They've been fine. English is one of the worst in terms of readability by phonetic representation. It seems to me that you need to be better educated on the phonetic representations that the French alphabet has....so sorry, it's on your education (or unwillingness) not the French.
