FSMO roles can be transferred using either NTDSUTIL or the MMC snap-ins. If the computer with the FSMO role no longer exists then the role must be forced and this must be done using NTDSUTIL

The easiest way to completely rebuild the AD DC on a server is:

    • run DCPROMO and remove Active Directory

    • run DCPROMO and recreate a DC

This process requires a reboot or two but the DHCP server should remain functioning otherwise.

If the AD does not remove cleanly, then use DCPROMO /force remembering that you will then need to do a metadata cleanup on a remaining DC and wait for complete replication before recreating the DC.
