Ive answered a similar question today. you need to have a moon sighting before you can determine the end of the month of ramadan.
astronomic calendars point to the night of oct 22 as the beginning of the new lunar month, which in turn makes oct 23 the first day of eid, but you should keep an eye out for the new moon just in case.

Sunday December 31, 2006 is the last day of the year, if that is what you are asking.
