you can always start a free website with Yahoo PageBuilder on Geocities. If that is not good enough for you then you need to get some kind of webpage design program. My favorite is Microsoft Frontpage because that is what I learned on. Then you have to buy a domain that corresponds with the program. I have a yahoo site that is like $7.00/month and then you upload the page to the domain. Either that or you can pay someone to do it for you. I am not really sure if there are any sites like that online. But, I do know of a great way to create a memorial for a lost child. I named a star after mine at starregistry.com. Good luck.
