It sounds like your computer is BROKEN. It might be a short in the little battery. It is best if you can find a place that can replace that battery for you. If you can remove that battery, you might check Radio Shack and/or other computer vendors.
Sorry that you reinstalled everything for nothing.
There is no TOTAL EVERYTHING. Here is what I use and recommend.
AVG - Anti-virus - get from http://www.grisoft.com/doc/1
Ad-aware - Anti-spyware that scans files - get from http://www.download.com/
SpyBot Search & Destroy - Anti-spyware that scans your registry - get from http://www.download.com/
Zone Alarm Firewall - get the free version from http://www.zonelabs.com/
Good luck

There is one possibility that pops in my mind. The CMOS battery on your motherboard may be dying or dead. The battery literally saves the current date and time and all your BIOS settings in flash memory even when your computer is off.
Contact the mannufacturer of your computer, contact their tech support, and let them know your date and time reset after every reboot. They should be able to ship out a new battery. You could also go to a local Best Buy, CompUSA, or Radio Shack and ask if they have them in stock.

For the clock thing:
Make sure you have interenet access
Double click on the clock in the lower right hand corner of the screen
Click on the "time zone" tab
Select your time zone
It should now update your time based on online calendars
As for good virus software, I recommend Clamware (clamwin) and AVG. Both are freeware/open-source, and both have served me well.

If your computer is not working properly when it is switched on, it could be a problem with device drivers, hardware or software.
