Increasing the DPI or shall I say PPI on an image requires you to do something called interpolation. The end result of interpolating an image isn't somthing which is desirable as you will run into digital artifacting and blurring. However, if you do have an image that needs to be interpolated dont use Microsoft picture manager, Adobe Photoshop uses better algorithms to interpolate an image which in the end will look better. To increase the DPI in Photoshop go to the menu and select image > image size > highlight the dpi and change the number.

Even with Photoshop that only works if you use a special plug-in (fractal). Otherwise you'll just increase the blurriness with an increase of DPI (unless you at the same time decrease the picture size, which leaves the file size the same)..
