there's a couple of different ways but mainly, you need to get a publisher interested. You can team up with a musician or you can see if you can find a band that can use your lyrics. A publishing deal is based on both the lyrics and the vocal melody, so you need to get music to it somehow, but you can split roytalties and advance 50/50 with a musician. Once you have a publisher, it is then up to them to try to sell your songs to recording artists who don't write their own music. You may notice there are many of them these days......
To find publishers to send your material to, the music industry bible is called The White Book and can give you all the addresses and websites of all the main publishers. You should be able to find a copy of it in any big reference library.

Well, if I was you, I would join the Musicians Union first. With a small fee per year they can help you with issues like contracts and legal advisers, as well as getting in touch with a music publishing company. Anything that you create they can keep it in a library. Once something of yours is selected they will call you and the MU will help you from there on.

By (a) joining up with a song-writer/musician, or (b) submitting good lyrics to music publishers - the worst that can happen is a string of rejection slips.
