Your question is a little vague so my answers will be using some guesswork.

If you have a proxy configured in your browser and you want to know what it is, go to Tools --> Internet options then the Connections tab. Click LAN settings for your proxy server address.

If by proxy server you mean Gateway then you need to go to Start, Run, then type CMD and press enter. Now type IPCONFIG /ALL and press enter and you can see both your IP address and the IP address of the internet gateway.

If you dont' know what your proxy server's IP address is and you want to access the net then you will have to speak to your IT department and they will grant you access.

type "IPCONFIG /ALL" and the gateway ip is the proxy servers ip .
