Yes a foreign student can find a free seat in America. He can apply for a scholarship both for MS and PHD. Also scholarships are available for BS degrees also.
You need to check with the individual university for the details. Normally the admission office of the university handles this matter. You may also write to the administrative office r of the concerned department where you want to seek admission.
Apart from the scholarships awarded by an university, you may also refer some public and private organisations which fund studies of foreign students in America.
