    If you want to create a domain name - www.whatyouwant.com(or net, org, etc) you will use a registrar. godaddy.com is pretty good, reasonable yearly rates, and some added goodies.

    If you are creating a website. You'll need an HTML editor, probably something wysiwyg. http://www.nvu.com/ is a pretty good alternative to FrontPage for many thing, and its GNU.
