Who arranges bands' tour dates???

Is it the record company who arranges tour dates for bands, it's just me & a few friends want to arrange a petition to send to the record company of a band for excluding northern ireland from their tour! Sounds pretty ridiculous I know but this band is amazing & they were here before last year, played to a sold out crowd & this year suddenly we aren't included in their uk tour! So who arranges the dates of tours???

    Usually the bands tour manager. Or the record company.

    i'm pretty sure one of their managers arrange tours and all
