Why is everyone giving a concrete "Yes"?
At my heaviest, I was completely flat chested...barely an A. Now, 80 lbs later, I'm a B/C.
How is that possible? It all depends on how a woman's weight is proportioned. If a heavy woman is heavy everywhere, including chin, breasts, hips, thighs, etc., then she most likely will, since her extra weight affects her whole body.
Some women put on all their weight in one or two areas. I was mostly belly fat, making me look like an egg (lol), and dragging down what curves I had naturally. So, when I lost weight, instead of shrinking everywhere, my body just "shifted" back into proportion, therefore exposing the natural curves that were dragged down by fat.
So don't listen to all these people who seem to be hung up black & white answers. It all depends on the woman.

It may affect her a little bit because the breast tissue consists of fat. However, there will probably not be a dramatic effect unless she loses ALOT of weight...

More than likely. Breasts are mostly fat deposits. So a loss in weight means a loss in body fat, which usually results in loss in breast size. Not always though.

yes.
you cannot "spot" reduce, or gain.
she can, however, tone her pectoral muscles, etc.
to help sculpt and lift.
