I need help finding the name of a 1990s video game?

Question

I keep asking, but nobody answers me! I remember playing a game similar (but before) grand theft auto on the old Imacs in elementary school (around 96/97/98). 

It was a top-down 2d game which had many Atari-like figures. Such as when driving in the game and running over construction workers they looked like stick figures. You would have police chase you and eventually helicopters would try to shoot you. There was a path that went through scenery on the left and right, and if you went into it you would slow down and blow up.

What is it... somebody has to have ideas!!!

ha i know what game your talking about but i don't know the name of it either.
try looking on yahoo or google images for descriptive pictures of it. like type in "grand theft auto similar game" or something

I played a game really similar to your description on NES. It was titled "Spy Hunter"
