This is a common problem on some GM cars and may lead to a solution for you. Replace the rubber lines between the metal brake lines and the wheel cylinders. They sometimes fail internally creating a bubble that acts as a check valve. It will allow flow into the cylinders but not out. Hope this helps.

Did you bleed the master cylinder before installing it? did you line up the brake booster properly? Did you adjust the drum brakes? there is an adjuster that looks like a little gear on the separator.
