Yes, they can do what ever they want, you don't have to buy gas from them.

Yes, just like who ever you work for has the right to raise prices for it's product or service.

yes or no it depend upon the public sector or private sector. if companies is private sector , it have any right to raise gas prices but the people of that country couldnot afford to buy.so the companies will shut off later.
if companies is public sector , it dont have any right , only decision is made by the government of that country.
