I'm writing a paper about the legalization marijuana. I know that in April Mexican congress passed the bill that would legalive marijuana but never heard if the president signed it.

My understanding is that whatever region you are in it is a pay as you go system. If you pay the right person enough it can go on. Such that some tourist regions have a great deal of illegal drugs there even the ones that the Mexican Government say are illegal. It just depends on what region you are in. My suggestion to anyone visiting is to not do anything illegal because Mexican prisons and jails are horrible where one may never get to leave unless they are fortunate enough to get someone they can pay off along with know how to do this to be able to leave. Mexico is a poor country which tends to in very poor regions promote a great deal of corruption as the lack of supervision and pay for quality judicial systems exists.

As long as you have money, anything is legal in Mexico. Have cash, have all you want.
