The day they are indoctrinated into a religion that teaches separation.
When they are first hurt by another race .
When they constantly hear bias and racism from their parents .
This is an on-going process and will never ,ever stop .

I dont think there is a time frame that hate is suddenly realized. I think hate is an emotional state thats fed and festers over time. The more its fed to sooner it festers and eventually takes form. So it could start at a very young age or at a later point in life. Its an interesting question which Ive ask myself in somewhat the same manner. Having two children and being concerned to avoid this feed and festering I wanted to better understand so as to better my parenting skills. Basically I dont think there is a time when children learn to hate its more or less under what circumstances do they learn this.

I don't think that children really know hate until they have to get out in the world and see how wrong it can be. I don't remember hating until I was pretty much grown. Sure I said I hate some class mate or something. But I didn't really FEEL hatred until I got out into the world full of it.

Depends how they're treated as children. I was taken away from my mother and brought up by my paternal grandmother who hated my mother and hated anything in me that yearned for or related to my mother. I pretty soon learned to hate my gran, by two and a half or so. Still getting over it.

All humans naturally prefer to be around people who are racially and culturally similar to themselves. This is human nature and occurs in the womb. This is very different than "hate". It is unhealthy to hate people because they are a different race or culture, but this is a common reaction when diverse people are forced to live with one another. This is why multi-racial and multi-cultural societies never last very long throughout history.

Depends on how destructive and hateful their parents are. Some children never learn to hate if they have good parents. Others understand hatred while they are pre-teens.

Depends on there raising. And HATE is a big word it assumes that you spend all time and free thoughts on the HATE you feel for that person. Racism on the other hand is learned from parents and enviorment etc..

Even before they are slapped, they hate their mom for shoving them out of the peaceful quiet womb.
