NO! He/she are being paid their full (fair market) asking price, less your share/payment, from the gov. and they can get in serious trouble by asking you to pay more.

As far as I know under HUD or any other lease once the rent is set you cannot be charged any extra rent until you renew your lease and at that point the owner has the right to raise your rent.

If he has been approved for Section 8 housing he must accept the established amount.
