It depends on the country you are going to. The US will allow you to leave but all countries have their own policies on entry. A related example of this is that the US doesn't stop people with DUI's from coming here (If they are a misdemeanor). Canada regards all DUI's as felonies and thus will not allow someone with a DUI to legally enter Canada without special permission.
