1997 Ford Escort Sport, Short Whine on shut down?

after turning motor off, there is a short loud whining sound, its not a belt or pully issue cause the belt is off and still makes the noise, im thinking vacuum problem but unable to find anything--anyone else heard of this?

Update:

No, ther isnt any problems with the starter, read the description. Dont leave a answer if you dont know what your talking about.

Update 2:

how can it be a restriction in the ac line when the belt is off and the ac compressor isnt turning-therefore no regrifgerant is flowing.......seriously, only people with mechaincal knowlege and experience need to be answering automobile questions on here.
