Here's what you can do, first and foremost...

Rule out the NFC teams. That will exclude Washington, Detroit, Tampa Bay and Arizona.

    Then you look at divisions.

Cleveland is in the North Division meaning that they have to play Pittsburgh, Baltimore and Cincinatti two times a year, each!

Tennessee and Houston are in the South Division and they have to play eachother twice on top of playing Indianapolis and Jacksonville two times a piece as well.

Oakland is in the West and they have Kansas City, Denver and San Diego.

Automatically you can rule out Tennessee and Houston. Because they play eachother, they're schedules are weaker for it.

    That leaves Cleveland and Oakland.

Oakland has a great defense with a horrible offense.

Their offensive line can't block for their running backs which mean they have to pass but because they can't give them enough time, he's constantly scrambling and getting sacked. No ball movement whatsoever.

Cleveland hon the otherhand, has a desent offensive line, but has banged up players, week in and week out.

Their defense is solid, although they give up those big plays when they shouldn't.

After all that debate, I'm going to say Cleveland is the best of the worst teams.

They have the best TE in the game right now named Kellen Winslow Jr. and an amazing core or young guys on Defense with a solid head coach.

Give them a couple of years and they are a contender.

Tennessee will be the best in the long run, they have the best coach, a QB that will be good in 2 years, and decent WR's and RB's. Some high picks for the bad record this year will give them some defensive help and they will be back.

Cleveland if they could get a better QB and RB

    Tennessee needs a RB

Houston doesnt have a chance in their div. (colts, Jags,)

Oakland needs a QB and some respectful WRs

Washington just hasnt had any luck lately

Detroit needs a QB and RB

Tampa Bay just needs to get a better QB

Arizona needs to wait for Leinart to get used to NFL

Oakland just needs a half decent offense and they are SuperBowl contenders.

Before you laugh and act like an ignorant fool, look at the Raiders defense.

i say tampa bay now because they are actually better than their record and houston in the future because carr isn't too bad of a qb and johnson is a pro-bowler. with davis out that might have been the problem this season.

Thats a tough question...they all are pretty bad. But I would say washington has the best chance of getting better because they continue to spend money on players...maybe one of these days they will get a new coach to replace gibbs and it will finally click.

I think Tennessee and Cleveland to be the best of these
