Look at the requirements of the college you would like to transfer to. They should have a website, and it should have a section for transfer students. That will tell you what you need to know. Also, you could call their admissions office and ask them. I think everybody needs to take the SAT to get into a four-year college, whether they're coming from a community college or not.
However, if you're in a community college now and you're not succeeding academically, a four-year college will take that as a sign that you might not do well at their school. They're going to look at your GPA, and they're going to look at what grades you got in what classes. You can't ask them to not look at the grades you're getting now, because that's the best indicator of what kind of grades you'll get in the future.
At best, you could write an essay explaining whatever negative life situation has affected your grades and how this will change when you attend the four-year college. Judging by the grammar, punctuation, and spelling of your question, though, I wouldn't rely on your superb writing skills to get you into college. Are you good at sports?

They are going to look at your GPA either way, unfortunately. A really good SAT score might diminish the damage (and your GPA might actually not be that bad)
Most schools will want an SAT (sometime SAT IIs also) or the ACT with the Writing option that you have taken in the past five years. A few of them, say 10-20%, won't require test scores but will still look at them if provided. Given your weaker GPA, definitely prepare for the test (I find the ACT to be easier and it's less time-consuming) and submit your test scores.
Best of luck.

SATs are only needed when you enter a 4 year institution directly from high school, so you dont need to take it.

99% of colleges will only look at/care about your college transcript if you have more than 32 credits.
