What is the calculation to determine the capacity of a roadway?

We often hear that a road (highway) is exceeding it's capacity. How is this determined?

    It has to do with the subgrade beneath the pavement and subbase. It has a shrink/swell percentage and that is what the pavement design is based on. The percent shrink/swell is based on a test called CBR (California Bearing Ratio). There are others, however this is the most popular. I would suggest reading the ASTM test method for CBR Testing.

    It is the number of vehicles at a specific rated speed, for that specific road segment. As the number of vehicles increase for that specific road segment and specific rated speed, the speed at which the vehicles are traveling will decrease; the road capacity for that segment of roadway has been exceeded.
