The answer to this question is definitely NOT Kansas City, Kansas.
The term "sister city" generally refers to a foreign city that is "adopted" as a "sister city" by another city. Most American cities have adopted a "sister city" somewhere in the world with whom they coordinate cultural events.
So the answer is definitely not Kansas City, Kansas.
Kansas City, Kansas is simply an extension of the larger Kansas City, Missouri which is across the river which dileanates the boundary between Kansas and Missouri. Each city has its own government.

Guy Interrupt is right on. Seville, Spain is the one that most Kansas City Missourians know as the true sister city. The "Plaza Area" is modeled after it.
