The desktop background has completely disappear on my computer?

It is a blue back ground or gray. When I go tino the properties to change it to a picture or something it just keeps going back to that black or blue screen then right when I get ready to shut the computer down I see the background picture. I don't know if active desktop is enabled or not. If it is I don't know how to disable it in windows xp.

Update:

I have done the apply and ok deal. No matter what I do it ust changes back to that blue or gray screen. When you go into the display settings there is a spot were you can change the color of the background. I can change it and get any color to come up but I can't get a picture to come up at all.
