Check the connectors on the back of the instrument panel. Could be a bad connection there.
Here's how you remove the headlamp switch.
1.Remove the instrument panel cluster trim plate bezel.
2.Remove the screws from the headlamp switch housing.
3.Remove the headlamp switch housing from the instrument panel.
4.Disconnect the electrical connector from the headlamp switch.
5.Disconnect the electrical connector from the foglamp switch.
6.Remove the foglamp switch from the headlamp switch housing, using a small flat bladed tool
