The blower on my 1984 Tercel wagon seems to run only on a very low speed at all switch settings..?
Trying to figure out what to do. I pulled the electrical plug off the blower motor and checked the voltage with the switch set to all the different speeds. No difference in voltage (about 12.7 volts at all settings, 0 volts at off). Should there be a different voltage at the different settings? If not, will just simply replacing the blower motor fix this problem ($55 plus shipping)? Any experts out there have any advice?

The blower motor's speed is controlled by the switch and the resistor pack that is located in the duct, and it should be by the motor, held in with a couple of screws. If you follow the wires from the motor, they should run to this pack.
To make sure the motor is OK, pull it out if you can and run 12 volts to it with the battery. It should run fast. If not, then it's probably shot.
The 12 volts may be at the connector all the time because the resisitors are put in line on the ground side, and you'll never see that if you probe the voltage and use the car for ground. You'll have too use the connector for both leads.
It's easy to pull the resistor pack, all it is are coils of solid wire with resisitance built into them.
Given the age of the car, the switch could be bad too. I have pulled these apart and cleaned them up on other cars. Sometimes, you have to drill off rivets. There will be grease all over the contacts to prevent arcing. This can get hard over the years and won't allow the contacts to touch. the contacts can be burnished with some fine sandpaper or a fingernail filing board.

.It sounds like the dash switch is bad.When there is alot of resistance in the wires the switch gets hot enough to melt the plastic inside the switch holding the pieces together. you may not notice it by looking at it but when you pull it out you will. As for the voltage its the same. As long as it works at low it should when it draws higher amps to go faster. Since you said you were still getting voltage the relay and the switch are probably where you should be looking.

Test the blower switch with a volt/ohm meter. Might also be the blower motor relay switch.

. the i am ase certified and i would check the high fan speed relay first. the blower moter sounds like it is working fine. the purpose of the high speed relay is to increase the voltage to the moter thus causing it to spin faster. next i would check the switch its self. the fan switch is supposed to change voltage coming out. last would be the moter. don't waste your money a good mechanic always pin points the problem before replacing parts.

You'll most likely find it's the switch. If so, give the points to the person who beat me to the answer. It will be cheaper, and if you end up buying a new motor, it won't cost so much total. If you do it the other way around, you'll have wasted more than necessary.

The high speed ranges have burned out in the blower motor and you need to order it and replace it.

I had a 89 Tercel with the same problem, end result, buy a new switch, it will save a lot of headache dealing with it.
