It's a beat made on a Roland TR-808 drum machine. That's the drum machine that was often used in 80's hip hop because the bass drum is a wobbling bass sound. Literally if you've ever heard a beat with really deep, booming bass, it's probably from a TR-808.
Some classic examples that come to mind:
LL Cool J - "Goin' Back to Cali"
Run DMC - "Peter Piper" (which only uses the bass drum sound)
Sir Mix a Lot - "Posse on Broadway"
The Beastie Boys - "Brass Monkey"
