I don't think he presents a compelling argument:

The situation in the Superdome was beyond any circumstance anyone could have prepared for. I don't think the chaosthat ocurred there can be explained in any way along race lines. It was a terrible disaster compounded with terrible government response compounded with a few rotten opportunists compounded with desperation.

I couldn't say it better myself. It sounds almost exactly like what Rush Limbaugh was saying immediately after Katrina.
