Please help?

How do i retrieve my tools button and the like?...I have tried right clicking on the top bar but nothing happens...I need to get to internet options to delete stuff...please help....cheers..David

Update:

i have no system tools buttons at all ...dont know wots happened

    Maybe there are resitrctions.

    If its yur computer, Maybe reinsall, it always good to keep documents on a USB HD to avoid loss of important files when formatting, I have all my files on a USB HD and mapped the my Documents folder there: ex:

    X:\files\mke [X is the letter of my USB HD]
