Electrical current is flow of electrons, making the first answer the one you are looking for. Proton manipulation is nuclear (fusion/fission), cations and crystal structure have nothing to do with electricity.

It would be mobile valence electrons. The free electrons are what move to cause electricity. Gold is the best conductor.

A is the correct answer. Metallic structures form lattices of positive ions, where outer valence shell electrons are delocalised, so the metal ions have a full outer shell. These delocalised electrons can flow through material carrying charge, hence conducting electricity.
