He is actually Piper and Leo's 2nd born son, who came back from the future to keep his brother, Wyatt, from turning evil. Because Wyatt will have a power like no one has ever had or known, they obviously don't want him to become evil, so that's why Chris came back. However, nobody finds out for a long while, and the first one to find out is Phoebe, who has to keep it a secret from everyone else. It ends up being a great story line, especially once everyone knows who he is.

Chris is the son of Leo and Piper who comes back from the future to keep his brother Wyatt from turning bad but winds up being killed in the present until his brother is made good in the present so that Chris is born and Wyatt is there to look after him while Paige teaches him.
