i need an id, but to get the matricula i need another id and i don't have one. does anyone know how i can get an id without needing to show another id?

My husband is actually going to go get his Matricula Consular this Saturday. We have his Birth Certificate, his High school transcripts (they have pictures of him for every year he attended), his school ID from freshman year of college, and his cell phone bill that comes in his name. We were told that is all we would need.

i got mine with a birth certificate, a bill, and some papers i had from school. althogh its really stupid that if ur going there to get an i.d they ask u for one, that is just ludacris!
