How fast for multiplication?
Given 15 problems all involving the factor 9. How long should it take a fifth grader to complete these problems perfectly?

If your fifth grader can solve them correctly, without coaching, encouraging, coaxing or threatening. Does it really matter how long it takes?
If he/she MUST do them quickly, I myself personally prefer the trick of doing them on my fingers. Looking at the backs of your hands bend down your pinky on your left hand. 1 X 9 = 9. Now only bend the ring finger of the left hand. 2 X 9 = 18 (the one being the finger on the left of the ring finger, the 8 being the rest of the fingers) and so on until the end. In this manner, I would expect it would take 5 minutes or less to solve all 15.
In my humble opinion, speed is secondary to the process of being able to solve the problem.
