To build a free website, you'll first need to sign up for a service such as YAHOO! Geocities @ http://www.geocities.com/ or ANGELFIRE at http://www.angelfire.com/

Then I assume you need to learn about how to make websites, in which case I recommend these sites:

    http://www.htmlgoodies.com/

    http://www.bignosebird.com/

    http://www.freewarejava.com/

    http://www.dynamicdrive.com/

However, to do the kind of site you asked about making, you'll need a webhost that allows you to use advanced things like CGI, PHP, ASP + SSI to make it all work.......... and unfortunately free webhosts like Geocities & Angelfire don't let you do that, so you have to either get a remote script host with ready made scripts, or buy some slightly more upmarket webhosting from someone like 1&1 Internet - http://www.1and1.co.uk/ / http://www.1and1.com/

To learn more about CGI / PHP / ASP, etc you'll need to have a look round these sites:

    http://cgi.resourceindex.com/

    http://php.resourceindex.com/

    http://www.aspin.com/

    http://bignosebird.com/ssi.shtml
