When does a cub scout become a webelo?

A Cub Scout becomes a Webelo after completing the third grade. There is not requirement that he has completed the Wolf or Bear recognition, just that he be in the fourth grade. Before he can earn the Webelo badge he must complete the Bobcat badge if he has not done so already. While you may argue that he is not a Webelo until he has completed the requirements for the Webelo badge, most groups of fourth graders are referred to as "Webelos."

It's actually the other way around, my son was a Webelo in Kindergarten or First grade. They start Cub Scouts in the 2nd grade. I think.

The requirements in the handbook are the only requirements. When I was in Webelos, it was for one year only, but it sounds like your pack works things differently to keep the older, ready to camp cub scouts away from the younger ones. Maybe you should find out what the difference is and see if your son would fit into the II group better. All of that said, arrow of light is a fairly meaningless patch to go on a boy scout uniform. If he's ready for scouts and his cub scout troop hasn't given him the arrow yet, talk to the scoutmaster of the boy scout troop next year and see if he's ready for the big leagues. If so, the work he does in boy scouts will mean much more than having an arrow of light patch--it takes more work to get second class scout than to get an arrow of light.

I was a webelo in 5th grade, when I joined cub scouts, if I remember correctly.

There are three ranks after starting cubscouts. They are earned in order by satisfying specified achievements:

1) Wolf

2) Bear

3) Webelos

WHEN HES KILLED HIS FIRST bobcat cub,then killed a wolf cub,then he becomes a webelo after hes killed his bear cub!
