I built my website a year ago with absolutely no knowledge of how to do so or any html. I am a totally "nontechy" person and friends are amazed that I was able to do this.
I used a company called Site Build It that hosts websites and has all the tools to make the sites successful. No html knowledge is needed. The important thing is that they take you step by step to creating a site that attracts visitors. People need to be able to find your site and Site Build has the tools to make this happen.

1. Are you looking to buy a domain or use a free service (ie, geocities, etc)?
2. Hosting Service. You'll need to host your website somewhere if you buy a domain. Ask yourself how much space will you need? How much data transfer will you require a month? There are different plans out there. You may want to look into Yahoo and their hosting.
3. Basic HTML. Obviously, you'll need to know some kind of html
4. Graphics. Will your page be a bore with cheap looking graphics or are you a graphic designer or know the craft well to do your own designs?
5. Essentials. It will benefit you to know as much as possible about PHP, ASP, etc. etc. etc.

1. Register a domain name (website address)
2. Use website building tool or start learning web designing.
3. Register your hosting account or register for some free hosting.
With above 3 steps you can start own website.

You can get a free site from Tripod.com and use a pre-made template or if you want to learn html and make a website from scratch I suggest taking a look at htmlclinic.com

design the page in Microsoft Frontpage or in Notepad. in frontpage it's like you're only in Power Point or in Word. in the Notepad it's more difficult because you are to enter codes. but i use notepad so that i may know more about web designing.
codes are called "tags" they are enclosed by < >. there are two tags; the opening and the closing tag.
basic tags:
starting tag: <html>
to put the title of your page:<title> </title> example: <title>My First one</title>
to indicate the content of the page: <body> </body> example:<body>hi</body>
to end: </html>
SAMPLE:
<html>
<title>My First Website</title>
<body>Hi!!</body>
</html>
save it with the tag (.html)
example: My first website.html
then save and publish it to the net
