The best city to stay in Tokyo? Tokyo IS the city. There are no other cities IN Tokyo.
It is an expensive place and if there are inexpensive shopping areas around I, too, would like to know where they are.

You can choose any type of accommodation in Tokyo such as 5-star, budget etc. As you may be aware, since there are many convenient public transportation system in Tokyo, you don't have to worry about access to shopping area or Disney Land. Actually, Disneyland is not located in Tokyo, it's in Chiba prefecture where Narita Airport is located. Do not check just central Tokyo. If you check the district 30 minutes away from Tokyo Station, you can find many reasonable accommodations.

You might want to stay in Narita if all you want to do in Japan is shop and go to Disneyland.
It's right next to the airport, has a great temple for the "old Japan experience" aside from Chiba it's probably the closest city of any size to Disneyland and should you want to explore Tokyo, downtown is an hour away on the express train.
have fun

Staying in tokyo is quite expensive, unless you are staying in a hostel or a ryokan.
However, most hostels and ryokans are located far away from shopping areas.
So, you will have to sacrifice certain things.
If you want more shopping, then you might as well stay at Shinjuku or Ikebukuro. But hotels there are not cheap. And things are not cheap in the shopping centres too.
If you really wanna save money and stay at cheaper hotels that are not located closely to shopping areas, it's okay. But you will have to spend more money on travelling to reach certain places.

No such thing as inexpensive in Tokyo.Unless you go to a 100 yen store. As for Disneyland, you're talking $20+ just for a tee shirt. And the tee shirt will probably be made in China. No kidding.
