World of Warcraft, PvP, Attacking opposing faction members?

I am new to the game and came across a circumstance that in the past I was too low a level to even think about doing anything but now that I am a higher level I want to.

I was entering one of our towns the other day and members of the opposing faction (Horde/Alliance) were attacking the village. I wanted to attack them but when I clicked on them it said, "You can not attack that target". I thought it might be because they were killing civilians so I waited for them to come near the guards and when the guards attacked them I tried again and got the same response. What do I need to do in order to attack opposing faction members who are attacking a village? I thought when they attacked friendly civilians or guards that it would automatically turn on their PvP flag and that I could then attack them if I wanted to or do I need to turn on my PvP flag first? And if so how do I do turn on my PvP flag?

Update:

Well it happened again last night, stood there as they attacked the guard but was unable to attack. It's a contested zone and was just a minor village but I thought attacking a guard, any guard of the opposing faction, would turn on their PvP flag. I turned mine on by typing /pvp but since it was a lvl23 and I'm lvl36 I'm sure they didn't want to turn theirs on. I just thought an opposing faction attacking a guard would always turn on their PvP Flag but obviously it doesn't.

    If they are attacking your faction guards and your faction civilians then you should have been able to attack them. The mere act of attacking one of your own faction turns their PVP flag on.

    To note if another opposing faction is PVP flagged you should see their name in RED. If their name is blue or green then they are not PVP flagged and you will not be able to attack them at all. Generally on a PVE server they will need to turn the flag on before you can attack them. On a PVP server entering a contested zone, entering one of your 3 main faction cities or attacking one your faction NPCs will automatically turn their PVP flag on.

    You can turn your PVP flag on by typing /PVP. Note this will turn your flag on, but will not turn their's on. They will see your name turn RED. They can then attack you if they wish or continue ignoring you. Once they initiate an attack then their name will turn RED as well and will be PVP flagged. Note: this will give them the advantage.

    When you created your character you were asked to select a server:

    Normal - PVE

    PVP

    RP - PVE

    RPPVP - PVP

    If you chose a Normal or RP server then they will have to turn the flag on. If you chose PVP or RPPVP then their flag will turn on automatically if they are in a contested or your faction zone.

    For a participant to attack yet another participant interior the opposing faction the objective should be 'flagged' for pvp. to inform if a participant is flagged or if u are flagged seem next to the portrait interior the right left of your demonstrate, and if there is an alliance image or a horde image through the image, the objective is flagged. There are various procedures to get flagged. a million. if you're on a PVP server, and also you bypass into contested OR enemy territory you're on the instantaneous flagged for pvp. 2. in case you enter a battleground you're on the instantaneous flagged. 3. if you're in pleasant territory and also you attack an enemy participant you'll develop into flagged. To 'unflag' your self you need to be in pleasant territory after 5 minutes you'll lose the emblem through your portrait. except you smack an opposing participant.

    If they just run through the village and let the guards/npc's attack the, they will not flag.

    They must fight back to flag

    type /pvp to turn flag for yourself on; type /pvp again and it will turn off after 5 mins.

    You have to turn your flag on as well. I haven't played the game in a while... look for two swords side by side... I think...

    youre on a normal pve server for one. if you want to be able to openly attack the opposing faction get out of the weenie server youre on and go to the real ones, pvp.
