No it's not incest. It would be incest if you were interested in your sister. or if you were interested in your brother. But you are not blood related to your sister's boyfriends brother. Even if they marry you will still never be blood related.

Not weird at all. Other people have done it and both pairs got married. What I'm not sure about is if your sister also becomes your sister in law and the brothers become brothers in law too.
