Playing a game (DOS or not) without starting up an operating system is not possible. For running an old game, you can try running it in compatibility mode (right click program or its shortcut, click Properties, and go to the Compatibility tab), or using the program DOSBox (dosbox.sourceforge.net).

However, running old or DOS games on Windows XP, or off of any new hardware, is getting increasingly harder. For example, even if you do get it to work, many old games will not recognize newer sound cards, and you will be stuck playing the game with no sound.

If you build an old Pentium 1 box and install Windows 95 you should be able to do all the DOS gaming you want. Best of all you can get Pentium 1's and Windows 95 for next to nothing at garage sales these days.

There are other much more expert only techniques you could explore such as building a freedos boot disk with your games on it but there is no guarantee they will run at the right speed on newer hardware.

There is no DOS in Windows XP. So no, you can't.
