Firewall preventing me from using web cam. Tried to disable. Didn't help. Anyone able to help me? Please?

I got a web cam for Christmas. However, every time I try to use it, I get this message saying I'm behind a firewall. I have gone into my security and tried to disable, reconfigure, change settings, etc., but nothing seems to help. Is there someone out there that can please help? I am not that computer literate, so if you could explain it to me in language I can understand, it would be greatly appreciated. Thank you so very much.

    Start - Run - Firewall.cpl

    Disable.

    ok sounds simple to solve reactivet the firewall as it was before. now allow the programs that use the webcam, the webcam has its own control and configuration program and other programs. also make sure that you allow yahoo messenger or whatever other programs and websites you want to use your camera on through your firewall as a permitted out bound connection warn on incoming connections.

    all the changes have to be made through your firewall not the cameras control program.

    Click on Start.

    Then Click on Run.

    Type in firewall.cpl

    Click Disable
