It's called the Cablecam. It's developed by a few different companies. Fox uses their setup from a company called Cablecam International, of Los Angeles. ESPN and ABC use Skycam from a company called Winnercom. It's been used in sporting events for years but the NFL didn't get the idea until the XFL actually used it. One of the few good things to come from that joke of a league.
