    fear, discomfort and insecurities.

    It's an inner personal problem which lies in their perception of who they are.

    I think it depends on the level of interest. I can't look at people I'm not interested in talking too.

    Be cause they are lying . Or fear seeing the truth reflected in the others eyes. Immaturity.

    Lack of confidence, being shy, or conversely some are dishonest, I think it depends on the person.
