I have to renew my passport too. I am just mailing it off. This is my 4th passport. The only difference in the application is if your passport is still valid, you have to send it with the application. So if you apply after April you don't have to send it. There is a question on the application on if you want your old passport back. If you do, they mark it void and send it with your new one.

As for 'having" to see a agent at some point through the process, like I said, this is my 4th, and I have never talked to an agent ever. I pick up the application at the post office and drop it in the mail. They charge you extra for the right to pick up your passport at their office.
