my toshiba laptop have no battry managment i download tosh. power saver and when i access it saysno rights?

Update:

this problem occures after i replaced the hard drive when the old one faild and i change the OS from XP home to XP Pro.

can any one help plz ?

dose updating the BIOS solve this problem

    besides what the other answerer said it may also be that it is not compatible with the new edition of windows you installed

    It may be possible that you may not be an administrator of your profile.

    Go to start-->control panel-->user accounts and set your account as administrator.
