Yes. His activities in office qualify, and it would go a long way to restoring the balance of power of our government as outlined in the Constitution.
The "surge" escalation of troops can be seen as Bush flipping the bird at the legislative branch, and also at the public.
I believe Bush has given us just about every reason conceivable to impeach him. His violations go so far beyond Clinton -- a man who was impeached.
But, he won't be impeached because the Democrats, even in power, lack fortitude.
There are few Presidents in our history that are more deserving of impeachment. The most egregious example is the illegal wiretapping. Bush's response has been, basically, "yes, it's illegal, but I'm doing it anyway and you can't stop it."
This is tantamount to a dare. Calling the bluff, so to speak. Raising the ante, almost begging for impeachment. I think we should oblige him.

Its ineffective, first the President has to dedicate a impeacheable offense like "treason, bribery, or different extreme crimes and misdemeanors . Secondly the approach could take forever just to initiate up, he could be long long gone out of workplace, earlier it replaced into even began. Thirdly the democrats quickly referred to as for it, outstanding now they are able or perhaps recognized that they does no longer do it. After the impeachment then the senate could could convict him. So no longer gonna take place. He hasnt broken any rules, and definitely there is not any reason to question him, he's gonna be long gone in a 365 days, subject regarding the subsequent president.
