No chat groups are really safe for children to use. Anybody can join a group and lie about their age and other identity. I would not allow a child to participate in a chat room that even claimed to belong to Mr. Roger's Neighborhood itself. Even if you supervise the kid's time on the internet, there is always a chance the child will get on it when you are not around.
