Right click on My Computer - Properties.
Advanced tab.
Under Performance, hit Settings.
Tick the 'Custom' radio button and in the box below it make sure 'Use drop shadows for icon labels on the desktop' is ticked, then hit the usual Apply, OK, Etc.

1. Right click your desktop then point to Arrange Icons by.
2. See if "Lock Web Items On Your Desktop" are checked, if checked, uncheck it.
The problem should be solved, if not, you should do the following:
3. Go to Control Panel, and click System.
4. Click the Advanced tab, then click the Custom button.
5. See if "Use drop shadows for icon labels on desktop" is checked, if not, check it.

Make certain that you do *not* have "Lock desktop items" enabled. You can find this option by going to to Display Properties, then clicking on the "Desktop" tab and clicking the "Customize Desktop" button (below the list of wallpapers). A second dialogue will appear, and you will need to click the "Web" tab and uncheck "Lock desktop items." Now your icon text should be rendered with transparent backgrounds
