depending on which Linksys model you have, you may be able to limit the bandwidth on either computer from the Router itself. Here is a link to help you out.

copied from the above link:
If you are using a Linksys Router then more than likely you will have a feature under Applications and Gaming called QOS (Quality of Service). You can throttle the bandwidth there either by Application or MAC Address and Port.
Copied this out of mine:
The WRT54G offers two types of Quality of Service features, Application-based and Port-based. Choose the appropriate offering for your needs.
Application-based Qos: You may control your bandwidth with respect to the application that is consuming bandwidth. There are several pre-configured applications. You may also customize up to three applications by entering the port number they use.
Port-based QoS: You may control your bandwidth according to which physical LAN port your device is plugged into. You may assign High or Low priority to devices connected on LAN ports 1 through 4.

Hi!
there are speed boster that can add about 35% speed to your local net work. by one at walmart, it's not that expensive, I have one that add 35% and it works great, I have 3 laptops and they all go to online games at the same time and they don't slow a bit!!

You can try setting your adapter to 10Mb, but that may not correct the problem. There is no real QOS (quality of service) in windows.
